If a government forces people to follow the Torah laws, they are changing God’s will and creation by taking free choice away from the world.
In Parshas Netzavim chapter 30 pasuk 19 is says:
הַֽעִדֹ֨תִי בָכֶ֣ם הַיּוֹם֘ אֶת־הַשָּׁמַ֣יִם וְאֶת־הָאָ֒רֶץ֒ הַֽחַיִּ֤ים וְהַמָּ֨וֶת֙ נָתַ֣תִּי לְפָנֶ֔יךָ הַבְּרָכָ֖ה וְהַקְּלָלָ֑ה וּבָֽחַרְתָּ֙ בַּֽחַיִּ֔ים לְמַ֥עַן תִּֽחְיֶ֖ה אַתָּ֥ה וְזַרְעֶֽךָ:
This day, I call upon the heaven and the earth as witnesses [that I have warned] you: I have set before you life and death, the blessing and the curse. You shall choose life, so that you and your offspring will live;
Ibachartu bechaim and you shall CHOOSE life in order that you will live, you and for your future generations, thus leaving an amazing and great impact in the world by following Hashem’s commandments.
If someone does not go shopping on shabbos just because stores are forced to be closed by law, they don’t get the same credit as when the stores are open and buses are running but they don’t go shopping on shabbos because they love Hashem and they want to follow HIS commandments.
Laws between man and God needs to be left as that between man and His creator.
However, when it comes to laws between man and man, Hashem commanded the Jews to set up law and order with a proper justice system so the people do not lie, cheat and steal or from others. If they do, Hashem says they should be punished and taken out of society.
